    create local match. in house, to play with frineds and family in house,
    can be ad a online mode with local to players

    Is already in the game. Go to Singleplayer > Skirmish (or Multiplayer > Hotseat), set the number of players as you want, adjust the other settings as you wish, the click "add human" until the game is full. It will be the same as multiplayer, but on one PC - yours. Each tank will have the same weapons and tank upgrades (those of your account).
