I checked in all those just now and all of them say they haven't been modified since 2009 it says. All seems good in those and nothing that says anything about steam in them either. Is a good suggestion to try to for sure.

I went through that list to check and I deleted Utorrent and Skype both off my computer and restarted, still the same #2nd error though. I was really wanting to try and fix Steam with out deleting everything else but at this point, i'll delete whatever it takes for steam to work lol. Thanks too!

That's too bad. Sorry it didn't work out if nothing ends up working at all you may just have to be forced to have the laptop go back to factory settings if you haven't done so already and save all your stuff somewhere else. Or perhaps even worse, get a new laptop/desktop maybe if you really did want to play SSL on steam that badly.

I think I've got it! I thought I had it on every other idea, but this one sounds like a keeper lol

Okay, so your installer isn't working somehow, and is making your internet seem like it has an issue (what I would conclude based on the details). So, our best option at this point is to ditch installing it on your computer, and instead transfer the files to your computer.

You said your girlfriend's pc worked fine with it, so let's take that whole Steam folder and put it on a flash drive and transfer it over to your computer. I believe you can just put the folder on your desktop and click on "Steam.exe" or "SteamTmp.exe" and it will open up Steam- maybe later on you can put it in Program Files (x86), but that's not needed for now.

Then, it will have all the files it needs, and should be able to connect.

*throws some glitter on your computer* Work this time, you silly thing!! ^.^

Lmao Buyingtime, I hope my computer listens to you and works too! I have a flash drive but it's about 9 hours north of me right now lol. I will have to buy a new one here tomorrow and will for sure try that too! I'm going to go ahead and install Steam back on her computer again tonight so it will be ready tomorrow. I really think this might work too so I can't wait to try it tomorrow morning! Thanks again too!

I feel like at this point if you can't make anything work and can't find the problem either, as a last resort you can try any of the following:
    1) Using system restore to go back to a past configuration of your computer
    2) Installing a new operating system on your hard drive such as ubuntu and install steam in there (you will have both windows and ubuntu in this case)
    3) Or you can try backing up your files to an external drive and making a clean windows installation (but i think you said you didnt have the cd)

I'd try the system restore but I don't think I have any saved points before the installation of steam the first time around. On the 3rd one, I don't have a CD here, it's 9 hours north of me where I moved from. The 2nd option does sound like it's worth a try for sure, I'm going to look more into that today after I cook and see what I can do and hope for it to work too.

I've tried everything up to the flash drive idea, I need to go buy a flash drive and had some things come up today so I haven't had chance to go to the store yet but I do still plan on getting one today and trying it for sure too.

Kinda hard to open Steam in offline mode or online mode if it won't even run in ANY mode, don't you think? lol

The files are not there.. they aren't installed.. Until they are all there and installed properly then none of our ideas about fixing internet issues will work for him.

The last gif he sent is about him not being able to connect to steam network, so running steam while not connected to internet (that is the offline mode) should give us an idea. If it still doesn't open it is due to steam files being corrupted or if it opens then it is a network issue.

    Simple test isn't it?

I went to a store about an hour ago to get a flash drive but they wanted 15 dollars for it so I waited because I know I can find one for less tomorrow somewhere else. I'm about to try that stuff in the link you sent Kekstra too. I tried to open it while disconnected from the internet also just to see what error I'd get and that's what it told me like that.

As far as my internet connection, I have Time Warner Cable internet with the 20mbps package.

Like Buytime said also, it never lets me download all the files completely, like it leaves files out that it shouldn't leave out for some reason. Steam support kept telling me to delete everything but the steam.exe and steamapps files but I didn't have either of those files. Now I do have a steam.exe.old but I still don't have a steamapps file. I got all the new updates to it and added all those together with all the files from someone else's version of steam also just trying to get it to work. Here's a list of all the files I have in steam now also.

You are probably aware of this but I'll mention it anyways. From what i can see from screenshot you have your file extensions hidden so you actually have steam.exe
(To show all extensions go to control panel -> folder options -> click view tab -> untick "hide extensions for known file types" )

As for SteamApps it is an empty folder for me, so i don't think it is the reason either.

Other than those, there are other file differences but even mine and deception's folders differ greatly, I can't really pinpoint which file is the reason atm.

Uh oh.. Lol I got too happy when I seen Steam actually open. Now it's got another problem, damn steam!!!! It's one step more close though and is getting close to working the way it's suppose to work lol. So that's a big step forward at least. The new problem now is it won't load any of the pages. It's giving "Error Code: -130 Failed to load web page (unknown error).".

Hmm, try update your Steamversion or something(?) I don't know, I'm just chancing.. If that don't work, uninstall everything and take kekstra's files again and await answers from someone that actually can help you.

Firstly I'm glad it is working (at least partially), but sadly, this one doesn't look like any easier to solve.

Can you check if you can access that link with your regular browser and maybe then with ie. I read that steam uses ie's settings so those two may be related.

I wish I had known Steam runs off IE settings.. I haven't used IE for several years now so I never bothered to take it off that proxy server that a download had put it on. I opened IE, went to settings, took off that stupid proxy that a download gave it months ago and set it to auto configure and Steam is working 100% now! :D Now I'm happy again and thanks again too! Now I got to figure out how to use Steam it's self cause I've never used it either lmao. Thanks to everyone that has helped too!

steam is a bit complicated but u can also play free to play games (like tf2) and add non-steam games to steam platform. u can also chat with your friends in game using steam r if possible both. some games u can invite them by steam. steam can also be use offline
i can tell your steam is the old version now theres greenlight n better stuff
steam doesnt really run one ie . its just steam using the network
